Federal Bureau of Investigation from 1976 to 2002

Ray Eganey was appointed a Special Agent, with the FBI in October 1976 and conducted investigations in five different FBI field divisions.  These investigative matters covered every facet of the Bureau’s operations to include: White Collar Crime, Health Care Fraud, Terrorism, Espionage, Foreign Counterintelligence, Corruption and Narcotics.   

 - FBI, Supervisory Special Agent, FBI Headquarters, Washington, D.C.  1985-1988

Promoted and transferred from Houston, Texas, to FBI Headquarters, Washington, D.C., to direct ongoing espionage investigations.  Responsible for FBI liaison with national security federal organizations to include: Central Intelligence Agency, National Security Agency, Department of Defense and others.  Coordinated all the prosecutions with Department of Justice Attorneys.  Worked with agencies to develop a cost/effective budget to be utilized for investigative/security enhancement matters.

- FBI, Supervisory Special Agent, FBI Nashville, TN., 1988-1999 

Promoted and transferred from FBI Headquarters, Washington, D.C. to supervise the Nashville FBI office.  FBI Nashville is comprised of  thirty FBI agents and six technical administrative assistants.  Responsible for directing investigations based on the FBI’s goals and objectives.  Coordinated and tiered investigate matters based on sensitivity, necessity, and budget constraints. Maintained strong liaison with the United States Attorney’s Office, Middle District of Tennessee involving prosecutions relating to Terrorism, Counterintelligence and narcotics. Worked closely with federal, state, and local agencies to establish planning for credible threat matters. In 1990 was made an inspector and performed compliance audits at FBI field offices.  Governor Sunquist   requested him to be a co-chairman on The Tennessee Arson Task Force, after the FBI successfully investigated several church burning matters.

- FBI Special Agent, Weapons of Mass Destruction Coordinator, 1994-2002

Conducted terrorist investigations involving biological/chemical materials used for purposes of mass destruction.  Mr. Eganey was the Federal investigator directing all anthrax investigations in the Middle District of Tennessee, leading to successful prosecutions. He was assigned the task of coordinating terrorism contingency planning (Presidential Directive) with all the local, state and federal agencies.  He shared with local agencies information provided by the Federal Government involving emergency planning and obtained data from major facilities for use in risk assessment and analysis.  The information gleaned was used in tabletop exercises and workshop scenarios to detect vulnerabilities.   In 1999 Mr. Eganey provided his expertise relating to Crisis and Consequence Management to an elaborate training film produced in Nashville, TN. This detailed exercise is being used in over twenty thousand municipalities.  The result of this participation was the “Metro Nashville Multi Departmental Official Response Plan” to acts of terrorism implemented by the Metropolitan Government of Nashville and Davidson County on 11/30/2001.  This plan was coordinated through the Office of Emergency Management, Nashville, Tennessee.  

Ray Eganey retired from the FBI in April of 2002 and joined OpSec Security Consultants, LLC, based in Nashville, TN. He directs all facets of developed business operations relating to specific contracts.  Utilizing his experience, Mr. Eganey conducts a variety of civil/criminal investigative matters and provides the client with guidance and direction. He coordinates resources, business development and contract requirements to meet the needs of the local customer market.  Below is an overview of Eganey
